gitdevr: My 'pkgdown' template

A 'pkgdown' template for my packages. This template is based on the 'GitDev' skin of the 'chulapa' Jekyll theme https://dieghernan.github.io/chulapa/skins/gitdev.

Console helpers

• ruler() prints a ruler at the current console width.

• test() provides sample output for testing documentation rendering.
